In Green Bay, Wisconsin law lets Brown County punish possession with a forfeiture by ordinance in every city in the county, but that ordinance cannot be used once a state complaint alleges more than 25 grams or follows a prior Wisconsin possession conviction, unless two things happen: the state charge is dismissed or not prosecuted, and the city, village or town where it happened has no marijuana possession ordinance of its own or has dismissed or not prosecuted its own ordinance case.
The state can still charge the same act as a crime under Wis. Stat. 961.41. No card is available to get. Wisconsin has no marijuana program registry to sign up for.
