Is Medical Marijuana Legal in Indianapolis, IN?
Facts on this page were checked against official sources, including Indiana Code Title 35 from the Indiana General Assembly, by the Dr. Green Relief editorial team. Last reviewed October 19, 2026.
Can a doctor in Indianapolis get you a medical marijuana card? No: medical marijuana is not legal in Indianapolis, because the General Assembly has not created a program, so there is no card for any physician to certify. Indiana’s 2017 and 2018 laws, HEA 1148 and SEA 52, covered cannabidiol and low THC hemp extract only, not medical marijuana.
Our guide to Indiana marijuana laws and our Indiana medical marijuana card page explain where things stand statewide.
Indiana keeps no cannabis patient registry, so there is nothing to register for. Medical cannabis bills have been filed in Indiana since at least 2015, and none has become law. Any change would come from the General Assembly, which meets at the Statehouse, 200 W Washington St. in Indianapolis. Low THC hemp extract, with 0.3% total delta-9 THC or less, is sold in Indiana without any certification.
In January 2026, Senate Bill 286 proposed both medical and adult-use cannabis. It was referred to the Senate Committee on Commerce and Technology on January 12, 2026, and went no further before the session ended. House Bill 1191, to decriminalize two ounces or less, met the same end in the Committee on Courts and Criminal Code.

Marion County residents face the same state possession law, IC 35-48-4-11, as every other Indiana county. A Class A misdemeanor, the charge with a prior drug conviction, carries up to one year in jail and a fine of up to $5,000. The 2017 epilepsy registry for cannabidiol was repealed by SEA 52 in March 2018, and nothing replaced it for marijuana. In 2025 four medical cannabis bills, HB 1178, HB 1635, SB 341 and SB 400, died in health committees.
Since 2025, Indiana law has barred anyone from advertising a product containing marijuana in any medium, with civil penalties of up to $15,000. Anyone can follow a bill’s committee history on the General Assembly’s site, iga.in.gov. If you are weighing cannabis for a health condition, the National Institutes of Health summarizes the research and the risks on its NCCIH cannabis page, and your own physician can review it with you. Marijuana Card Status
There is no Indiana medical marijuana card to apply for in Indianapolis, and no state law gives a physician power to certify one. A diagnosis gives no protection either: Indiana makes no medical exception to its penalties for possessing or growing marijuana. Low THC hemp extract is the exception the code does make: IC 35-48-1.1-7 leaves it off the controlled substance list. Smokable hemp is a separate category, defined in IC 35-48-1.1-38, and does not count as low THC hemp extract. SB 138, a 2025 bill to bar sales of the extract to anyone under 21, passed the Senate but died in a House committee, so state law sets no purchase age. IC 35-48-1.1-27 holds the full definition of the extract, including its 0.3% total delta-9 THC limit.
