Texas’s Compassionate-Use Program
Texas legalized medical cannabis through the Compassionate Use Act in 2015, initially limited to patients with intractable epilepsy. The program has been expanded several times since then, most recently through HB 46, which took effect on September 1, 2025. HB 46 added new qualifying conditions including chronic pain, Crohn’s disease, traumatic brain injury, and inflammatory bowel disease. It also expanded the number of licensed dispensaries from three to fifteen and introduced new product formats such as patches, inhalers, and topicals.
The program is administered by the Texas Department of Public Safety through the Compassionate Use Registry of Texas (CURT). Unlike most states, Texas does not issue a physical medical marijuana card. Instead, your physician enters your prescription directly into CURT, and dispensaries verify your status electronically when you present your photo ID. There is no separate state registration fee.
